Specialist teams have been searching the River Nene near Wisbech St Mary, in Cambridgeshire, after the blue VW Polo carrying five teenagers entered the water at North Brink at about 20:20 GMT on 17 March.
Cambridgeshire Police said officers were called to Crab Marsh, Wisbech, just before 12:00 BST on Tuesday, by a local river official.
Det Insp Craig Wheeler said: "Declan's family have been notified, and I would ask that their privacy is respected during this horrendous time for them."
"Our investigation into this absolutely tragic collision continues and I would urge anyone with any information about the collision to contact me."
The force renewed its appeal for witnesses or anyone with dashcam footage to get in touch.
Divers recovered the body of 16-year-old Eden Bunn, believed to have been a rear seat passenger, at about 15:00 on 18 March.
Three other teenagers, who were also travelling in the vehicle, managed to reach safety and were treated in hospital for non-life-threatening injuries.
Qays Najm/BBCThe car had been travelling southbound along North Brink, a narrow road on the outskirts of Wisbech town centre which runs alongside the river.
Two girls aged 16 - and an 18-year-old man - managed to escape the car.
Mousumi Bakshi/BBCEden, from Sutton Bridge, Lincolnshire, was described by her family as the "kindest, most loving girl".
"Words cannot describe the tragedy that will stay with us until we are able to meet her again," they said in a statement.
Police said it was able to recover the vehicle with the support of specialist diving teams on 22 March.
