Backdated approval sought for traveller site
LDRS suppliedA backdated planning application for a traveller family site in Lancashire has been submitted to Hyndburn Council.
Isaac Johnstone has asked for the four-pitch camp, situated on a 0.6 acre (0.2 hectare) parcel of land to the south of Roe Greave Road in Oswaldtwistle - to be approved.
The site, which has three day rooms, is currently occupied by four adults and six children.
A planning statement submitted with the application said: "Given that there is a significant shortage of pitch availability in the borough, work to change the use of the land, including occupation, has already been carried out so the application for planning permission is therefore retrospective."
'No alternative sites available'
It said access to and from the site was taken via the existing access point on to Roe Greave Road.
"By virtue of its size and position the proposed development would not dominate the nearest settled community," the application read.
"The applicant and his family fall within the definition of 'gypsies and travellers'.
"The development would utilise 'Grey Belt' land and would not fundamentally undermine the purposes of the remaining Green Belt across the area.
"It is considered that a safe and settled site for the family would afford them the best opportunity of a stable, secure and happy family life, provide opportunities for education and access to health services for people who may require regular medical attention.
"There are currently no other alternative sites available."
The Local Democracy Reporting Service quoted Councillor Steven Smithson as having "concerns about the surface on Rhoden Road which would lead to this site.
"It is in a very poor condition and adding extra traffic on to this road will only make it deteriorate even more."
It is now known when Hyndburn Council will respond to the retrospective planning application.
