Why can't Andy Burnham run for MP?

The prime minister is facing a backlash from some Labour MPs after the party blocked Greater Manchester Mayor Andy Burnham's bid to become an MP.

Burnham hoped to stand in the Gorton and Denton by-election, but Labour's national executive committee voted to stop it.
