Police in England and Wales will be given targets to respond to emergencies within 15 minutes in urban areas, and 20 minutes in rural areas, as part of a major overhaul to policing. Home Secretary Shabana Mahmood said the shake up is in response to an epidemic of "everyday crime", such as shoplifting and phone theft, which she said was going "unpunished".
