Europe's Future Launcher Preparatory Programme is exploring future launcher technology to replace current ones.

The big issue is whether rockets should be reusable. Technical expertise needs to be developed to build and operate reusable launchers.

A decision will not be made until 2013, and any new rocket will not be operational until 2020.
